Graffiti is removed from bricks with a pressure washer and chemicals. I'd call rental places and explain what you want to do. 4000 psi sounds like a bit much - maybe 2500 or 3000 would be a better starting point.
I just had the same problem and hired a professional graffiti removal outfit to come by. I paid extra for the 'anti-graffiti sealer' and will wait and see if there's anything to it.

Yes. Try a PW with PSI of 3000 to 4000 or a lower PSI with a Turbo Nozzle.
