pressure washer still doesn't pass water after inspecting check valves. What next?

Check valves look fine. It's an industrial pressure washer. 7.5hp, 240v, 3phase motor and diesel burner. Previous owner reports not used in 10 years, but functioned fine then. Any ideas?
I have 3 phase power, and the electric motor runs fine.
The motor spins, but the pressure doesn't rise. I tried it 6 days ago. Only for 5 to 10 seconds, not to ruin the pump. Today, the pump check valves were dry, as well as the visible internal parts of the pumps I could see.

When turning on the unit, does it sound like the motor spins fast then loads up?? Like it is trying to build pressure?? If not water is not getting to the pump. If it is, there could be corrosion in the hose and plugging up the tip. Try removing tip and see if it works..


Is there a holding tank that the fresh water fill before the pump??? If there is there will be a float on it just like a toilet, make sure there is water in there and the float is working..

Why wouldn't a pressure washer be putting out any pressure?

I've had this pressure washer for 2 years, I just sold it and the guy says 'the pump cut out and won't come back on'. Its a 13hp Honda engine, on a 3600 psi 4gpm pump. What would cause a loss of pressure? If the pump seized, would the engine still run?
Its hooked up to a house spiket, I think it flows 6-8 gpm.

You didnt give much information as to what brand pump is mounted to the honda engine. But to venture an educated guess I would say Cam is right. The unloader valve is stuck in the unload mode. It could also be the "Easy-Start Spring" has broken and is locked in the start mode. (low pressure mode for easy starting of large horse power engines)
